My dear Mr. Hoover
I have your letter of March first and have considered the important matter it lays before me. I am returning the correspondence which you were kind enough to send with it.
I agree with you that Mr. Spreckels presents no sufficient reasons why he cannot join the other refiners in signing the contract with you and I therefore feel justified in issuing the instructions to which you refer. I am issuing them today.
