Mr. F. R. Harrison,
Assistant to the Secretary.
Dear Mr. Harrison:
I have yours of December 12 regarding the letter from Mr. Rickard, of the Food Administration with reference to the possibility of transferring to the Department of Agriculture some of their activities for negroes.
We are proceeding with our plan of appointing negro district agents and expect to have a conference on this matter this week. I will discuss this with the negro agents. By the way, I would like to arrange for them to see the Secretary while they are here.
